Thus when, I finally got a computer I was like a kid in a candy store "Gleefully" (Now there's a word I don't get to use everyday!) Death Investigation: A Guide for the Scene Investigator describes a study that focused on the establishment of guidelines for conducting death investigations. The principal purpose of the study, initiated in June 1996, was to identify, delineate, and assemble a set of investigative tasks that should and could be performed at every death scene. These tasks would serve as the foundation of the guide for death scene investigators. This research was based on the collective knowledge of three multidisciplinary content area expert groups. The focus was on the death scene, the body, and the interactive skills and knowledge that must be applied to ensure a successful case outcome.

A new database for Irish genealogy and research was yesterday released online by the National Library of Ireland.

The free searchable version of the April 1911 family census contains information from the 32 counties and is searchable using any combination of name, surname, age, sex and place

It gives access not only to a database of information but to images of the original census forms which would have been handwritten by the head of the household.

The project, which has so far taken three years of work, has information which is much more personal than the online census release by the CSO earlier this year.

In June, the results of every census conducted in Ireland from 1926 to 1991 were made available online to the public for the first time.

This free, new resource enables a researcher to check the representations people make to the public in day-to-day personal or business life. Users of www.verifyprolicense.comcan choose an occupation or business category, by state, to find the direct address, phone number, and web page of the licensing or certification board. The resulting screen also provides a hot link to a License Validator to verify the license, permit, and registration information for individuals and or businesses. Another valuable feature of the search is that it often indicates when disciplinary action has been taken against an individual or business. This site is updated weekly and includes over 8,000 occupations with over 4,500 'name searchable' links providing immediate results.

Urban Myth: Licensed Professionals Such as Doctors, Lawyers or Teachers, Do Not Need Background Checks

A popular urban myth is that members of regulated and licensed professions, such as doctors, lawyers, CPA’s, nurses or teachers do not need a background check because some governmental agency is in charge of ensuring that individuals that commit crimes or misconduct will not have a license to practice their profession.

Unfortunately, nothing can be further from the truth. Licensing is conducted by numerous boards in the 50 states and territories. Due to some of the following factors, it is entirely possible for a criminal to be licensed by a state agency:

The system for a licensing board to discover a criminal conviction is far from perfect. Conviction data may not be sent to a licensing board immediately, or at all. In addition, there can be a substantial lag time between the alleged criminal act, the arrest and the conviction. Even if the criminal conviction is discovered by the licensing board, the disciplinary process takes time. Unless the licensing board takes action to issue an immediate suspension, the licensee may be able to continue to practice while the administrative procedures drag on.

While the disciplinary action is pending, a licensee may simply move to another state and apply for a license, covering up the proceedings in the first state. In other words, a licensee may try to “beat the discipline” before the new state finds out about it.

Even if a person is suspended in one state, an employer cannot assume that all state licensing boards share information with each other. As we discovered post 9/11, we do not live in a world where the government routinely collects and shares data with other governmental entities. There can even be situations where a person commits a crime that does not result in losing a license, but is still important for an employer to know about. In fact, in some licensed occupations, a person may even get a “private” reprimand meaning that a check with the appropriate licensing board may not reveal anything.

The bottom-line: Employers that hire a member of a licensed or regulated occupation cannot assume that they are immune from liability simply because a person appears to have a current license. Since it is possible for criminal convictions or acts of misconduct to “fall through the cracks,” an employer still has a duty to exercise due diligence by its own independent background check.

The National Missing and Unidentified Persons System (NamUs) is a clearinghouse for missing persons and unidentified decedent records. NamUs is a free online system that can be searched by medical examiners, coroners, law enforcement officials and the general public to solve these cases.

The Unidentified Decedents Database contains information entered by medical examiners and coroners. Unidentified decedents are people who have died and whose bodies have not been identified. Anyone can search this database using characteristics such as sex, race, distinct body features and even dental information.

The Missing Persons Database contains information about missing persons that can be entered by anyone; before it appears as a case on NamUs, the information is verified. NamUs provides the ability to print missing persons posters and even map out possible travel routes in a search for a missing person. Other resources include links to state clearinghouses, medical examiner and coroner offices, law enforcement agencies, victim assistance groups and pertinent legislation.

When a new missing persons or unidentified decedent case is entered into NamUs, the system automatically performs cross-matching comparisons between the databases, searching for matches or similarities between cases.

NamUs also provides free DNA testing and other forensic services, such as anthropology and odontology assistance.

Most physician practices have policies and procedures, whether formal or informal, for maintaining, producing and retaining medical records. Often things are done 'the way we have always done them.' While this approach is probably adequate most of the time, many physician practices remain unclear about certain legal requirements affecting medical record-keeping. As a result, they are not confident that their current practices meet legal requirements. To help address this problem, this article clarifies many commonly ill-understood aspects of medical record-keeping.

What is Included in a Medical Record? Surprisingly, just what constitutes the 'medical' record is often a point of confusion for physician practices. Under Pennsylvania law a medical record is all 'clinical information pertaining to the patient which has been accumulated by the physician, either by himself, or through his agents.' According to the Pennsylvania Medical Society, the patient’s medical record includes results of diagnostic tests, x-rays, physician notes, and any records from prior treating or consulting physicians. This means that when a patient brings records from one physician to another physician, those records should become part of the latter physician’s medical record. In addition, Pennsylvania law does not expressly include a patient’s billing or business records in the medical record. As a result, some practices elect to maintain business records separately from medical records."

I. Introduction

Food and drug production has been regulated by the United States since 1906. The Food and Drug Administration ('FDA') is one of the oldest consumer protection agencies in this country. The FDA protects the public from unsafe foods and drugs to medical devices and cosmetics. It also protects the rights and safety of patients in clinical trials of new medical products.

The Drug Price Competition and Patent Term Restoration Act of 1984, commonly known as the Hatch-Waxman Act ('Act'), was passed to expedite the FDA's approval of generic drugs. Studies show that since its inception, the Act increased the number of generic drugs by 50%, with almost every leading drug, off-patent, competing with at least two generic brands. The generic drug industry has become a multi-billion dollar industry.

The Act attempts to increase competition and drive down drug prices while simultaneously maintaining the brand name drug companies' incentive to invest in new research. It is arguable that the Act has achieved its purpose. Brand name drug companies ('Branders'), however, are fighting to retain their monopoly on patents. These Branders have found loopholes in the Act by which they extend their patents and tie up generic approval. To put the story in context, one week of patent extension translates into hundreds of millions of dollars for Branders. In response, legislators are fighting to close these loopholes and to lower healthcare costs. This paper is a research guide for individuals interested in the generic pharmaceutical industry, whether it is a consumer, chemist, consultant or attorney. The rise in healthcare costs and the inclusion of prescription drug coverage by the Medicare Program are just two of the catalysts for this growing field. This paper guides individuals to current laws, regulations, cases and news-worthy articles concerning the industry. Furthermore, the paper explores public policy arguments and political rhetoric surrounding generic pharmaceuticals.

II. The Basics

a. TerminologY: The amount of time you spend searching a subject is decreased when the correct spelling and terminology are employed. When I first started searching the internet and library cataloging systems, I grew frustrated because the search yielded an unfocused result. I have included the following search terms to help you with your search and allow you to supplement this pathfinder with updated searches. Here are the Trigger Words: (1) generic drug, (2) pharmaceutical drug, (3) Hatch-Waxman Act, (4) pharmaceutical patent, (5) abbreviated new drug application, (6) generic pharmaceutical, and (7) pharmaceutical patent extension.

b. Where to Start

By today's standards a thorough search begins with Google. It's true, Google's search engine yields a plethora of websites, information and advertisements. Many of the hits, however, will be worthless to your research. Nevertheless, begin your search with Google and if you see any interesting sites, click on the link.

A word of advice: if a website ends in '.gov,' it is government sponsored, '.org,' organizationally sponsored, '.edu,' school sponsored, and '.com' is a catch-all. Be careful to evaluate the websites to make sure you are not receiving any false or misleading information.

I would suggest you arm yourself with a background and history of the industry before you dive into particularized research. A wealth of knowledge as to patents, generic drugs and the regulation of the industry can be found on www.fda.gov. FDA.gov contains links to the Orange Book, Center for Drug Evaluation and Research ('CDER'), and the majority of information that anyone would need. The website also provides a Drug Information Pathfinder.

To search for books, use the Trigger Words and search Amazon.com. It is nice to search Amazon before going to your local library because a search yields the most popular and current books in the market. Additionally, you can browse the books online before searching for the hard copy. The search on Amazon will also yield journal articles and periodicals that you can order for a low price without having to subscribe to the journal.

Actually what caught my attention more than anything was your list! I am not an M.E. Pressure still mounts as war continues:

On Tuesday, MySpace said they have identified and removed over 90,000 different sex offenders.

That number was almost double what the company had originally estimated last year which promoted Attorney Generals in two different states to demand more be taken by the News Corp. owned social networking giant.

Last year, MySpace and rival Facebook implemented several safety features including different ways to verify a user's age and limit the ability of adults to search for members under the age of 18.

Anyway, while something at least has been done by both sides regarding sexual predators using the site, all a sex predator really needs to do is create an underage alias and bi-pass the already 'new' flawed implementations.

Regardless, this is still a step in the right direction and after 3 years of doing this, I've noticed that things have gotten somewhat better over there.

Now on Facebook an argument could be made..."
